Answers to Frequently Asked Questions - SAMIM Project Call for Application

We have received several inquiries regarding the Call for Projects (C4P) SAMIM project that targets civil society organizations in Mauritania, Morocco, Tunisia, and Jordan. To provide clarity and address these queries, we have compiled a list of frequently asked questions and their corresponding answers:



Question (1): Is it necessary to collaborate with CSOs in the other 3 countries of intervention?

Answer: No, multi-country projects will not be eligible. Your project must be located in one of the following cities:

  • Nouakchott in Mauritania
  • Casablanca in Morocco
  • Greater Tunis in Tunisia
  • Amman, Jordan

Question (2): Is this C4P for associations or individuals/social entrepreneurs?
Answer: The call for proposals concerns civil society organizations based in one of the 4 countries (Mauritania, Morocco, Tunisia and Jordan) wishing to pilot a project. The project manager is, in this case, the person in charge of the project within the civil society organization.

Question (3): How do I apply?
Answer: The application form for your country should be completed online at https://samim.tn/en/call-for-projects/ according to your country with the following documents attached to the form:

  • Proof of legal registration of the CSO
  • The legal status of the association
  • Name of the President/Legal Representative and full contact information
  • Proof of tax compliance of the association (if applicable)
  • Latest narrative and financial report
  • CVs of the members of the project team
  • Bank account information (RIB) of the CSO

Question (4): Is this an individual or group project?
Answer: An application may be submitted by a CSO alone or in partnership with other local CSOs. However, only one lead organization will be required to submit the application and will take responsibility for the successful completion of the project. The funding agreement will be signed with the lead organization responsible for the implementation of the project.

Question (5): Do I need a patent?
Answer: The applicant must be able to prove that it has been registered for at least two years by submitting an official proof of registration (see question 3 above). However, the name of this proof of registration document will depend on the country. It is sufficient to provide the type of document in effect in your country.

Question (6): Is the funding in the form of a loan or a donation?
Answer: This is a non-reimbursable grant for which each expense must be justified.

Question (7): I cannot submit my application!
Answer: Please ensure that you complete all required fields and include all requested attachments.

Question (8): Our association has no proof of tax compliance, nor a tax registration number, can we apply for the Samim project?
Answer: Proof of tax registration is required to ensure the CSO’s compliance with its accounting and tax obligations given the size of the grant. However, this proof of tax compliance document will depend on your country. Please refer to the law in your country and we encourage you to obtain these documents as soon as possible so that they can be submitted before the close of the C4P.

Question (9): Regarding the criterion “Average annual budgets for the past 2-3 years is greater than/equal to the grant application amount”, COVID 19 has slowed our activities in 2020 and 2021, so can we extend this period to 2018 and 2019 in addition to 2022 and 2023 instead of 2021, 2022 and 2023?
Answer: If the CSO submits a justification, this criterion can be extended to 2018. Details of the annual budget calculation for the period in question (5 years) must be attached to the application form to assess the CSO’s financial capacity to manage the grant.

Question (10): Can consortia applications, even if the lead is the primary sponsor to the funder, include the cumulative budgets for the years in question for all consortium partners or only the cumulative budgets for the lead?
Answer: The funding agreement will be signed with the lead organization of the consortium that will be responsible for the implementation of the project. In the case of a consortium of organizations, the details of the annual budgets may correspond to the total of the grouping’s budgets, however, the details of the annual budgets of each member of the grouping must be attached to the application form.

Question (11): We have only conducted 1 initiative around the SDGs in the last 5 years of activities. Can we respond to the C4P?
Answer: The CSO, alone or with its partners, must be able to demonstrate that it has carried out at least 3 initiatives or actions in the last 5 years related to the issue of sustainable cities (SDG11).

Question (12): We are a CSO based outside the intervention cities (Nouakchott, Casablanca, Greater Tunis, and Amman) but close enough and we want to implement our project in one of these cities, can we apply?
Answer: The project must be implemented in one of the intervention cities. If your CSO is located outside of these cities, you will need to demonstrate a capacity to provide local follow-up on the project.

Question (13): We do not have employees in our association. Is it possible for our association to participate in the C4P if the team that will work on the project is paid by part of the grant to guarantee the realization and the sustainability of the activities?
Answer: The grant budget requires that a team be in place and operational before the grant is received, so this criterion is important in selecting CSOs.

Question (14): We are a social enterprise that works with local cooperatives and we have a “fair trade” label, can we apply?
Answer: No, the call for projects concerns civil society organizations based in one of the 4 countries (Mauritania, Morocco, Tunisia, and Jordan) wishing to pilot a project.

Question (15): Is the grant paid in one lump sum or in installments?
Answer: The grant will be released in three installments after all supporting documentation for the grant applications has been submitted and reviewed.
